Regular Meeting  

of the Board of Education of the  

North Tama County Community School District  

The Board of Directors of the Community School District of North Tama County met on July 22, 2026, for a regular open  meeting at the North Tama County School, Junior High Commons, Traer, Iowa at 6:30 A.M. The meeting was called to  order by President Calderwood.  

On roll call the following board members were present: Seda, Wilson, Dostal, Calderwood and Dvorak all in person and  Sniffin via electronic means. Staker was absent. Quorum Present. Also present were: Superintendent Cain, Board  Secretary Forrester, Principal Howard, Principal Brown, Technology Director LaRue and Activities Director Knaack via  electronic means and members of the public.  

Public comment included a letter from Regan Rausch about softball and concessions.  

Dvorak moved to approve the agenda as presented. Seda seconded the motion. Motion carried 6-0.  

Dvorak made the motion to approve the consent agenda, which included: the board minutes for North Tama County  Community School District’s regular board meeting on June 17, 2026, the approval of the financial documents  (expenditures to date, approval of bills, monthly balances and expenses compared to the published budget), the approval  to pay construction bills due to Larson Construction for $18,993.65 and $217,564.98 and Plunkett Raysich Architects LLP  for $9,405.17, the contract adjusts for Brice Girkin as Weight Room Supervisor and Michelle Bolin as Yearbook Sponsor,  the resignation of Christina Schlichting as Yearbook Sponsor, John Cain as Superintendent effective 6.30.2027, Alexis  Hubenak-Edwards as associate, BrandiAnne Daub as associate and Katie Svoboda as Concessions Manager, the approval  of fundraisers for the Class of 2030 and 2033 for a back to school clothing sale, the approval of inter-agency agreements  including a memorandum of understanding with i-JAG for the 2026-2027 school year, a joint education service agreement  with Hawkeye Community College, a Career-Connected Learning Program Review & Action Plan contract with Central  Rivers AEA, a 2026-2027 educational service agreement with Change Academy at Lake of the Ozarks LLC and a  memorandum of understanding with MICA, and approval of the educational bills payable to Red Oak CSD for  $12,518.88, Change Academy for $6,600.00, Clayton Ridge CSD for $8,488.01, South Tama County CSD for $16,978.28  and $7,233.99, Benton CSD for $6,468.80, Gladbrook-Reinbeck CSD for $38,183.72, Cedar Falls CSD for $5,505.86 and  $7,966.40 and Waverly-Shell Rock CSD for $12,062.69.Wilson seconded the motion. Motion carried 6-0.  

Principal Howard’s principal report included the planning of preservice days, the recognition of the baseball and softball  players who received all conference team awards and an article spotlighting eight themes from the 2025-2026 school year.  

Superintendent Cain presented a board learning opportunity in August for the Iowa School Board Association to have an  individualized training with our board.  

No public hearings were conducted.  

Discussion topics included the House File 2591 8th grade varsity participation legislative change updates and potential  policies to adopt and future co-op opportunities for our athletes.  

Dvorak made the motion to approve work to be completed by Iowa Wall Sawing Service in the multipurpose room. Seda  seconded the motion. Motion carried 6-0.  

Wilson made the motion to approve the playground fencing bid from Huber Fencing for $13,584.00. Dvorak seconded the  motion. Motion carried 6-0.  

Dvorak made the motion to approve the playground mulch bid from Pro Playgrounds for $15,999.00. Dostal seconded the 

motion. Motion carried 6-0.  

Dvorak made the motion to approve work to be completed by Varsity Group on outdoor signs on the north and south sides  of the high school. Dostal seconded the motion. Motion carried 6-0.  

Seda made the motion to approve the sole milk bid received from A&E. Dvorak seconded the motion. Motion carried 6-0.  

Dvorak made the motion to approve a five-year audit contract with Nolte, Cornman & Johnson for fiscal years 2026-2030.  Sniffin seconded the motion. Motion carried 6-0.  

Wilson made the motion to approve the contract with ParentSquare. Dvorak seconded the motion. Motion carried 6-0.  

Dvorak made the motion to approve the 2026-2027 handbooks for secondary, elementary and classified staff and the  2026-2027 transportation guide as presented. Wilson seconded the motion. Motion carried 6-0.  

Dvorak made the motion to approve the 2026-2027 operational sharing agreement with South Tama County CSD for the  Director of Maintenance position as presented. Dostal seconded the motion. Motion carried 6-0.  

Dvorak made the motion to approve the 2026-2027 operational sharing agreement with South Tama County CSD for the  Other Business Official position as presented. Wilson seconded the motion. Motion carried 6-0.  

Dvorak made the motion to approve the 2026-2027 operational sharing agreement with South Tama County CSD for the  Superintendent position as presented. Wilson seconded the motion. Motion carried 6-0.  

Dvorak made the motion to table the letter of intent commercial agreement signing with Commercial Roofing Company.  Wilson seconded the motion. Motion carried 6-0.  

After a second reading, Dvorak made the motion to approve board polices: 701.05, 705.01-R(1), 705.01- R(2), 705.04- R(1), 705.05, 706.04, 707.01, 708, 711.08, 713, 713-R(1) and 802.02 and bring policies 705.01 and 711.02-R(1) back for  a third reading. Dostal seconded the motion. Motion carried 6-0.  

A first reading was completed on board policies 102, 102-E(1), 102-E(1), 102-E(3), 102-E(4), 102-E(5), 102-E(6), 102- R(1), 401.01, 409.02, 502.03. 503.01, 503.11, 503.11-R(1),503.11-R(2), 504.06,507.02,507.02-E(1), 507.02-E(3), 605.04,  605.04-E(1), 605.08, 605.08-R(1), 607.02, 607.02-R(1), and 901. No action was taken.  

Seda made a motion to table the rescinding of board policies 603.04 and 603.10. Dostal seconded the motion. Motion  carried 6-0.  

Upcoming events were noted.  

Seda made the motion to adjourn the meeting at 9:08 A.M. Wilson seconded the motion. Motion carried 6-0.  

The next regular North Tama County Community School District board meeting is planned for 6:30 A.M. Wednesday,  August 19, 2026, in the North Tama Junior High Commons located at 605 Walnut St, Traer, Iowa.
